Bagarin Right Banner (“Ba Lin You Qi” in Chinese) People’s Government Document

Bagarin Right Banner People’s Government’s notice regarding the prohibition of livestock-grazing around the traffic-way from Daban to Bagarin Bridge (Ba Lin Qiao)

To the Xiang (township) and Zhen (town) municipal governments and government agencies of the subject Banner:

The area around the traffic-way from Daban to Bagarin Bridge has already been indicated as a national-desertification-promoting-area. In order to improve the ecology and forestry of this area, in accordance with the principle of the State Department and the Autonomous Region’s People’s Government’s documents, the People’s Government of Bagarin Right Banner has stipulated the following provision to prohibit livestock-grazing around the traffic-way from Daban to Bagarin Bridge:

1. Advantages of the prohibition on livestock-grazing

Ecology and environment form the basis for human productivity and survival. Therefore, protecting the ecology and promoting environmental development are the key challenges to implementing a sustainable development strategy. Because our Banner’s main income sources come from agricultural and animal-husbandry resources’ exploitation, the environmental conditions are directly affecting the area’s economic development and social improvement. Therefore, everyone must understand that environmental protection and development are important features of continued resource-exploitation. The desertification of the entire banner’s grasslands, the destruction of vegetation and its direct consequences such as sandstorms, floods and droughts are slowing down our Banner’s economic development, threatening the safety of people and property, affecting our social stability and affecting our ability to eliminate poverty. Therefore, environmental protection is a huge undertaking which will be praised forever for providing people with direct benefits.

2. Prohibition Start Date

From June 1, 2001, the area around the Daban--Bagarin Bridge Traffic-way will be prohibited from livestock grazing.

3. Prohibition Geographical Range

The area of Xiramuren River to the north, west 8.2 kilometers from Daban-Bayanerden Traffic-way and Bulag Desert, controlled area in Bayanerden Sumu, northwest to Bayanerden Sumu’s Left Khar-Mod Gachaa, south to Bagarin Bridge Forest and Xiramuren River, east to Bagarin Bridge Forest, Charastai Mountain, Bayankhan Mountain and Chaganmuren River, will be strictly prohibited from livestock grazing.

4. Substantive Articles

1)   Livestock-grazing is prohibited for the whole year, grass-mowing is allowed.

2)   Daban---Bagarin Bridge Area Supervisory Station will be responsible for four tasks: administration and supervision of the prohibition area, local people, prohibition range, regulation and implementation of the prohibition. The Station authorities must put signs around the prohibition area borders. The Station workers must strictly implement the tasks.

3)   To effectively disseminate propaganda to change the herders’ and farmers’ ideology in the prohibition area. To distribute propaganda to the Banner’s related local authorities, Sumu and township governments to help herders and farmers to deal with difficulties associated with resettlement and the prohibition project. This will assure the eviction of the entire population from the area and thereby the successful implementation of the prohibition.

4)   Town and township municipal governments, forestry authorities, animal-husbandry authorities and public security authorities must closely cooperate to assure the successful implementation of the livestock-grazing prohibition.

5)   Grazing in the prohibition area and disobedience to directives will be punished in accordance with the “Bagarin Right Banner’s Livestock Grazing Prohibition Area’s Administrative Regulations”.
