China to Establish "Three Northern" Regional Anti-terror Defense Line

Xinhua news agency, Beijing, in Chinese 05:02 GMT, 15 Jul 05

Text of report by staff reporters Tang Ji and Zhang Zhang entitled: "Fourteen provinces, autonomous regions and municipalities in northern China will establish anti-terrorism coordination mechanism"; by official Chinese news agency Xinhua (New China News Agency) Asia-Pacific service

Hohhot, 15 July: Representatives of anti-terrorism offices from 14 provinces, autonomous regions, municipalities, and the Xinjiang Production-Construction Corps attended the "three northern" provincial, regional and municipal anti-terrorism work coordination meeting in Hohhot on 15 July. In the light of the new trend and characteristics of global terrorist activities, the meeting will establish a "three northern" regional anti-terrorism coordination mechanism and build an anti-terrorism defence line in northern China.

A responsible person of the State Office for Anti-terrorism Work noted that the shock of terrorism to the international community has been further aggravated at present. Although so far no large-scale terrorist activity has happened within Chinese territory, we must not underestimate the threat of terrorism faced by China.

The responsible person said: Since the "11 September" incident, China, Russia and four other countries established the Shanghai Cooperation Organization and signed the "Shanghai Convention On The Fight Against Terrorism, Separatism, and Extremism" within the framework of the organization. On this basis, China, Russia and other concerned countries have established effective international and regional cooperation to fight terrorism.

In 2003, the Public Security Department of Inner Mongolia Autonomous Region and the State Security Bureau of Russia's Cita Oblast established international cooperation to fight against terrorism, with very good results. In the future, we should cooperate with Mongolian police to explore ways and means to fight against terrorism.
